H.J.Res.104 was enacted by the Unaninous Consent of 4 members of the U. S. Senate 
and signed into Law by POTUS: George Herbert Walker Bush in 1991, and became 
Public Law No: 102-14

It is my opinion: This Resolution is an illegal act because it does not meet the
standard of adoption as required by law: A Quorum is required to pass ligeslation
of any kind and a Joint Resolution must be passed by both chambers by 2/3rds of
it's members.. and as it is known that this was not so, the Resolution is in fact,
null and void irregardless of the Presidents signing it. This was and is a
treasonous act perpetrated by certain members of congress who should be held to
account for deceiving the nation and violating the trust of it's people.

of the Constitution of the United States of America, of which Congress and all
branches of our government are sworn to uphold, which reads as follows:

Congress shall make no law respecting an establishment of religion, or 
prohibiting the free exercise thereof; or abridging the freedom of speech, 
or of the press; or the right of the people peaceably to assemble, and to 
petition the Government for a redress of grievances.

Whereas Congress recognizes the historical tradition of ethical values and principles which are the basis of civilized society and upon which our great Nation was founded; Whereas these ethical values and principles have been the bedrock of society from the dawn of civilization, when they were known as the Seven Noahide laws; Whereas without these ethical values and principles the edifice of civilization stands in serious peril of returning to chaos; Whereas society is profoundly concerned with the recent weakening of these principles that has resulted in crises that beleaguer and threaten the fabric of civilized society; Whereas the justified preoccupation with these crises must not let the citizens of this Nation lose sight of their responsibility to transmit these historical ethical values from our distinguished past to the generations of the future; Whereas the Lubavitch movement has fostered and promoted these ethical values and principles throughout the world; Whereas Rabbi Menachem Mendel Schneerson, leader of the Lubavitch movement, is universally respected and revered and his eighty-ninth birthday falls on March 26, 1991; Whereas in tribute to this great spiritual leader, `the rebbe', this, his ninetieth year will be seen as one of `education and giving', the year in which we turn to education and charity to return the world to the moral and ethical values contained in the Seven Noahide Laws; and Whereas this will be reflected in an international scroll of honor signed by the President of the United States and other heads of state: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That March 26, 1991, the start of the ninetieth year of Rabbi Menachem Schneerson, leader of the worldwide Lubavitch movement, is designated as `Education Day, U.S.A.'. The President is requested to issue a proclamation calling upon the people of the United States to observe such day with appropriate ceremonies and activities. Here are the Talmudic Noahide Laws: 1. Do not deny God (no idolatry). 2. Do not murder. 3. Do not steal. 4. Do not engage in sexual immorality. 5. Do not blaspheme. 6. Do not eat of a live animal (no eating flesh taken from an animal while  it is still alive). 7. Establish courts and legal systems to ensure obedience of these laws. What's missing? "LOVE" The life and light of the spirit which was revealed thru Christ. Love of God and love of one another ..."On these two commandments all the Law and the Prophets hang". (Mathew 22:34-40) 1. Love of God 2. Love of Family 3. Love of thy neighbor Why is the only do... to establish courts? Do not 6 times! They intend to separate you from God... "that you should not know God at all." Another proposed Talmidic law I heard, is that you may not read the Holy scriptures unless you are a Jew. Those doing so are punishable by death. They will provide what you may read.
Supposedly, according to Talmudic Jewdaica, the first six of these seven laws were given to Adam in the Garden of Eden. Then, when God established His covenant with Noah, He added the seventh law and the sixth law then became applicable. If what they say can be believed! Each of the seven Noahide Laws is a summary of the more detailed so called Babylonian Talmudic laws of about 211 in total. According to the Babylonian Talmud, all Gentiles are obliged to follow the Noahide Laws and the 211 laws associated with them. But a Gentile is not required to follow the Mosaic Law. And according to the Babylonian Talmud, these laws supposedly were given to Noah’s children and are universally binding. And according to the Babylonian Talmud, a non-Jew who abides by these Noahide Laws is to be considered a “righteous Gentile,” and will earn reward in the afterlife, if his obedience is coupled with the knowledge that the laws supposedly came from God. And they also note that a “righteous Gentile” might also be called a "Hasidic Gentile” or simply a “Noahide".
First: Since Adam did not eat any animals; The sixth law, to not eat live animals seems rather extraneous. Second: How does the sixth become applicable because of the seventh? Third: Were the 211 so called Babylonian Talmudic laws to which the seven refer also given by God to Adam and Noah? Forth: Why didn't Paul who was then Saul; who himself was a Pharisee, and the Sanhedrin; who surely must have known of them, never make mention of them? And fifth: How is it that by the Mosaic law even strangers (non-Jews) are required to observe the Sabbath yet it's not required by the Noahide laws?
The truth is, that nowhere does the Bible record what laws God may have given Adam, other than the command to fill and subdue the earth and the prohibition against eating of the "Tree of the Knowledge of Good and Evil". (Genesis 1:28; 2:17). After Noah and his family exited the ark, God gave the following three commands to him: (Genesis 9:1-7) 1.“Be fruitful and increase in number and fill the earth” 2.“You must not eat meat that has its lifeblood still in it” 3.“Whoever sheds human blood, by humans shall their blood be shed; for in the image  of God has God made mankind”. After that, God repeats His command to “be fruitful and increase in number saying; multiply on the earth and increase upon it”. Other than Noah being told not to eat raw meat, there is no hint of any supposed traditional Noahide Laws in any of these passages. Not in the old nor the new testaments. The only other place in Scripture where a Noahide like law may have been mentioned is in Acts 15:1-29. The context of this passage refers to the Jerusalem Council, which met to address the issue of the Gentiles place in the early church. Specifically, the question before the council was; “Must Gentiles be circumcised according to MOSAIC LAW in order to be saved”? Why didn't they mention the Noahide laws; it seems to be perfectly applicable here? The apostles in Jerusalem answered with a resounding “NO”. We are not saved by the keeping of the Law but by faith in the Spirit. (see Galatians 2:16) However, to promote peace within the early church, the council advised Gentile believers to avoid four things, which included; not eating of “blood”. None of the other three instructions, in any way, correspond to any of the Talmudic Noahide Laws. As a supposed ancient moral code, the Noahide Laws of the Talmud, have been alluded to as a major influence in many cultures; but what cultures; Surely there is documentation? Were they the pagan laws of dead cultures such as Babylon? In fact, as far as is known, the only cultural tangable direct rerference to it was in 1991, when both Houses of the United States Congress, by "Unanimous Consent", passed a bill making reference to it and signed it into law by the then presiding President; George H. W. Bush, declaring that the Noahide Laws were “the bedrock of society from the dawn of civilization” and further stating that they were the “ethical values and principles upon which our Nation was founded”, which is entirely NOT true. Are the Noahide Laws found in Biblcal Scripture? No. Nor is the Babylonian Talmud biblical scripture as given by God. For they themselves have said, that the Talmud is a collection of interpertives by their Rabbinics of the Mosaic scriptures now exceeding 20 volumes, of which they now regard as interpertive holy scripture above and beyond that of the Mosaic scriptures themselves. By their interpertation of the Mosaic law given by God, they have made the law of God to no effect, thereby violating them all.
THE BIBLICAL LAWS OF MOSES GIVEN BY GOD * = Not included in Noahide Laws God's Law, the Ten Commandments, as expressed in Exodus 20:2-17 (KJV) is as follows: “I am the Lord thy God, which have brought thee out of the land of Egypt, out of the house of bondage. * 1. Thou shalt have no other gods before me. * 2. Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth. Thou shalt not bow down thyself to them, nor serve them: for I the Lord thy God am a jealous God, visiting the iniquity of the fathers upon the children unto the third and fourth generation of them that hate me; And shewing mercy unto thousands of them that love me, and keep my commandments.
